COLOMBIA-US: CIA foresaw `balloon effect' five years ago
The CIA tends to make the news most frequently when it gets things wrong. One exception is provided by the discovery of a CIA study which, just under five years ago, displayed remarkable prescience regarding the probable impact of Plan Colombia on the drugs trade (particularly that in coca and cocaine). This time, it appears that it was the policymakers who failed to appreciate the dynamics at work.
